Jason Gedrick from "boom town" and movies like "Heavenly Kid", "Rooftops", and "Iron Eagle" plays one of the inmates. At the end where Paco and Mick are fighting, he's one of the inmates cheering them on at the top of the stairwell.
Since co-starring in "Bad Boys", Mr. Clancy Brown has had pretty steady on-screen work. Just a couple of his feature films are "Pet Semetary 2" (here he plays a hard-nosed sheriff who gets killed and buried in the cursed cemetary), and "Blue Steel" (another cop role). More recently he can be heard as the voice of Mr. Krabs on "SpongeBob Squarepants".

Clancy Brown is of course the corrupt head of the guard in 90s classic, "The Shawshank Redemption".
Bad Boys has often been compared to the similarly themed 1979 British movie
Scum, directed by Alan Clarke and starring Ray Winstone. Both films have similar characters and storylines.
