Been looking for this one for years, not sure now if it was a tv movie or big screen... I only remember one scene. Two female cops (I think they were cops, or PI's or something), one is locked in a fish cooler on the back of a yacht full of bad guys. The other is chasing in another boat.
Another one, most likely tv... all I remember is that the protagonists (one male one female) were captured and forced to do some type of evil obstacle course type thing. They got skin tight costumes, the woman at least had a long leather belt wrapped around her outfit that she later used as a whip, or to swing across a gap, or something like that. I know she took it off to use!!
