So I can not for the life of me remember the name of this old movie I watched as a kid. I remember it was set in the future where the earth as a desert with little or no sun and the oceans dried up. There were bandits (of course) and a school. A little girl got in trouble and was sent to a room/cell with one little window. During that time all of a sudden it started raining and the sun came out and everyone went out to play and forgot about girl. She could only see a little sunlight through the window.

Is there any chance you are thinking of Solarbabies from 1986?

It doesn't quite match up to your description, but it's kind of close...

It reminds me of a Ray Bradbury story that was set on Venus, but the title escapes me at the moment.
