It could be 70s or 80s the vampire is a man with fair hair he's reading magazine want to meet the girl on cover.Another part i remember his drinking the blood of a woman who lets him he says your blood has given me life also there was a dectective who is trying to solve the murders.

Sounds an awful lot like Queen of the Damned if you ask me, but that's definitely not 80's.
