I am trying to remember a movie that featured an actor that looked very similair to Val Kilmer. In the movie the main character was a muscian, but began to have hand and arm issues. A friend helps him developing a programable "cyborg" arms and fingers. He is able to play keyboard again using this device. The sound track had alot of techno bands like KLF. I believe the movie was one that went straight to video or HBO. Any help with this would be appreciated.
