Nevermind... found it. Bonkers, from 1993. Officer Miranda Wright.
Can't recall what this was, but I was sure it was a Disney toon until I was looking through a list of their cartoons. All I can remember is that one of the not so main characters is a blonde police woman in uniform. I cannot for the life of me remember anything else about it, because my minds eye keeps mixing it up with gargoyles (which is a brunette cop, not in a uniform). Help is appreciated!
