No. Spuds died awhile back (1993) of kidney failure (of course at the time the Urban Legend was that Spuds was partying in a pool and someone knocked a radio or something in and Spuds got electrocuted!)
By the way, both Spuds and the Taco Ball dog were actually females. Spuds was played by Honey Tree Evil Eye ("Evie") and the Taco Bell dog was played by Gidget.
A long time ago (80s!) my best friend bought we an aluminum Spuds McKenzie BUD LIGHT ad from a beer distributor. Its hanging in my basement. I wonder if theres any Taco Bell dog merchandise on eBay. Then I can put her up in my basement too!

hmm..and it looked so healthy and full of life in that Beverly Hills Chiuaua movie...pretty sad.
