The song track in the movie ' The Tigers broke Free' written in 1979 but not released till 1982 and then 'debuted' in the movie "The Wall." Was it written for the album in 1979? ( and never used) or was the movie idea 'conceived' in 1979 and the song ( tigers broke free) to used for the Movie 2.5 years later?

As far as i know it's just a track that was written by Roger Waters in 79 and not released on its own until 82 although it's listed as being from the Final Cut album it didn't appear on it until the remastered version.
Although it sets up the Wall movie the lyrics and sound certainly suit the Final Cut album more, even if the album was Waters last real rant at the world as far as Pink Floyd were concerned.
As a side note my old boss goes fishing with Roger Waters so maybe i could see what he says about it.
