When Mark Patrick Carducci wrote the "Neon Maniacs" screenplay, he lived in Brooklyn 79 St. and 5th Ave. He was no-one then, yet he believed in what he was doing and succeeded.
Although set in San Francisco, the artwork inexplicably features New York's former Twin Towers. The reason is because the story, according to the original script, was set in Brooklyn. The writer grew up watching the Veranzano Bridge being built and always had a fascination with the bridge.
You can read some memories of the production from the assistant art director in his blog

Deleted Scenes
When movies are made, scenes are often
left on the cutting room floor.
Sometimes, there will be several versions
of a movie floating about on cable, tv or video etc. Other times, a Director may
release a special cut of the movie.
