Yusaka Matsuda was well-known in Japan for playing cops and detectives in various TV shows and movies, such as Tantei Monogatari (1980-81). Right before taking the role of Sato in Black Rain, he was diagnosed with cancer and doctors told him if he took the role instead of doing chemo, it would kill him. He took the role, knowing it would be his last harrah. He died a month after the movie was released.

The entire movie (except for the NY scenes) was supposed to be shot on location in Japan but it is said they were forced to complete filming in California due to lack of cooperation by Japanese authorities.
