Been trying to figure this movie out for YEARS now and noone has been able to figure it out.
Here's the best description I can give:

2 kids living in the city (or the 80's times) come across a midget/dwarf character (possibly the same guy who plays WILLOW or Billy Barty) in there garage who takes them on a journey to a magical land to find (I think) a baby, possibly their kid brother or sister. In between I remember a bum who semi-sings "Its raining, it's pouring....a little man is a snoring."

Somehow they are taken by this midget character to a madgical land to find the baby (?)...in the end the people of this land hold a parade in celebration of the kids and I remember a big giant slide they go down and when they reach the bottom the kids are welcomed by the people of that place who are dressed as beautiful butterflies and other pretty charachters.

It's not a cartoon and that's pretty much all I can remember.
Anyone?
