For me, I'd rate it as: 

1. Everybody Wants to Rule the World

2. Shout

3. Head Over Heels

4. Mad World

5. Sowing the Seeds of Love 

 With honorable mention going to Woman in Chains, Mothers Talk, and from the post-Curt Smith era Break it Down Again, even though the song makes no sense whatsoever ("No sleepful dreaming; see the architects have left/big bouncing babies; bread and butter; can I have a slice?" (!!???))

Chris, I actually have their first two albums: The Hurting, their debut, on LP not to mention their breakthrough second, Songs From The Big Chair, on CD.

Oh, I have been on such a Tears for Fears kick...especially Curt Smith...I just bought some of his solo albums. Love him! But as for TFF my picks are:
